God judges the world (Rom 3:6)

“By no means!

How could God

Judge the world?

μὴ γένοιτο· ἐπεὶ πῶς κρινεῖ ὁ Θεὸς τὸν κόσμον;

Paul answered his own question again by posing another question.  He said that by no means (μὴ γένοιτο).  How could (ἐπεὶ πῶς) God judge (κρινεῖ ὁ Θεὸς) the world (τὸν κόσμον)?  Paul posed this rhetorical question.  How was God able to judge the whole world?  Was there a practical human problem that made it impossible for God to judge everyone?
