It is not clear whether this Chenaniah is the same Chenaniah who was in charge of song when they moved the Ark of the Covenant in chapter 15 of this work. Izhar was the grandson of Levi and part of the Kohathites. Some of the Izharites were in charge of the treasuries. Here, however, they are the officers and judges, particularly Chenaniah and his family.
