“Yahweh said to Aaron, ‘Go into the wilderness to meet Moses.’ So he went. He met him at the mountain of God and kissed him. Moses told Aaron all the words of Yahweh that he had sent him and all the signs which he had charged him. Then Moses and Aaron went and assembled all the elders of Israelites. Aaron spoke all the words that Yahweh had spoken to Moses, and performed the signs in the sight of the people. The people believed. When they heard that Yahweh had given heed to the Israelites and that he had seen their misery, they bowed down and worshiped.”
Yahweh told Aaron to go into the wilderness to meet Moses. This explains why Aaron would have gone out to meet Moses, since they appeared to have been separated for years. They met at the mountain of God, which would be Mount Horeb. Moses told him all that had happened. They then assembled all the elders of the Israelites. The ‘elders’ were some kind of semi-religious-political group who seemed to be in charge of the Israelites. Aaron then spoke what Moses had told him. Then they performed the signs in the sight of the people. The people believed and worshipped. Step one of the plan seems to be working. The Israelites are united behind Moses and Aaron.
